Use Skype-out or Viber out to make a call via the respective app which will then all out into the regular network. You will need some credit on the service though.

Over wi-fi you can make calls and send messages through an app, for example whatsapp.
On WiFi you can browse the internet and you can also download maps, languages for translation etc and once downloaded you can use these when not connected to WiFi.

Verizon & Sprint are CDMA technology based phones.
Most higher end Unlocked phones are capable of both GSM & CDMA.
On WiFi basically all phones are internet capable.
A sim card is required to make normal phone calls & text via telephone network.
You can make VOIP calls over the internet using multiple applications, IE WhatsApp, WeChat etc.
You can use Spype, Magicjack or other applications to call land line or cell phones in USA or most other countries, provided You Buy a subscription.
Personally, I think safest decision is to Always buy a local sim card and pay for at least a minimum ampunt of talk time for an Emergency situation.
Cannot dial Police or Ambulance on WhatsApp etc.
