Question: If ever there is a misunderstanding, extortion on the part of the complainant (in the case of a minor, on the part of the parents possibly), or other thing, how does one put a stop to legal proceedings where the victim recants or says the accused is innocent? While the State might have an obligation to investigate or even prosecute in certain instances where the victim refuses to file a complaint, recanting via affidavit signed in front of Court officers goes further: It would seem to exonerate the accused prior to conviction. D, thanks for sharing this. I hope these guys get what they deserve, but knowledge of the law is only part of the story. Knowledge about the girl in the story is the other part, although if she was only 16, it's hard to believe he was unaware she was underage.

Interestingly, the accused American was only in the Philippines for five months. If the two men knew each other, as D suggests, the story provides a cautionary tale about accepting digits from other foreign mongers.

I confess I am disturbed by what's happening in this online version of the Manila Bulletin. The site seems to be totally infiltrated with pop-up advertisements and other junk, and this particular "article" doesn't have much substance to it. Perhaps the problem is that this particular gateway goes through google. I read that the Bulletin has overtaken the Inquirer as the largest circulation English language newspaper in the country. Veering away from the nonsensical conspiracy rankings, it appears that the inexorable Omicron wave is imminent here. MetroManila has now been placed on Level 3 alert, which will likely mean more restrictions on movements and tighter controls on businesses. A couple thoughts. This guy could have been one of ours. Does anybody come to mind who was active in this forum and then suddenly dropped out of sight about last March?

Second thought: maybe the guy worked for USAID, in which case this reinforces the idea of USAID as a criminal enterprise as another poster has suggested.

But reference to the US Embassy reminds me of a situation from about 15 years ago. I was staying for a few nights at Boulevard Mansion, a run-down hotel on Roxas Boulevard kitty-corner from the Embassy and a three minute walk from LA Cafe. On a Saturday morning I walked across Roxas to the "Baywalk" area. Lito Atienza was Manila mayor at the time and had gotten a bunch of small eateries and other entertainment to set up shop there. A young female approached me and asked if I wanted a massage. She looked young to me but insisted she wasn't underage. I asked if she had ID. She said she didn't but her friend had ID. She pointed to a woman, perhaps 30ish, standing about 20 meters away. This woman was watching us intently. I considered that she might have been a mamasan type, or perhaps part of a team (with the girl) trying to entrap me. I decided the risk wasn't worth it and walked away.

Considering that my situation took place a couple hundred meters from the Embassy is a reminder that even well-placed public servants (maybe even British royalty) aren't immune to the underage problem. It's possible the guy in this news release didn't know she was underage, but he was still very foolish to have taken the risk. If you're not sure, walk away.

While some girls may be malicious, it's also very common for girls who are "running" 18, ie 18 next birthday, to consider and describe themselves as 18.

Safest to ask first or just focus on those who say they are 20 or above.

Unfortunately the age question was commonly ignored by girls. I had a similar experience few years ago. Met a girl 19 years old fairly okay looking and invited her to a hotel I was staying. Hotels at that time did not care and security did not check anybody. The girl came with another girl and knocked on my door. Upon opening the door I was surprised. Before letting them in I asked for both I. D and they did not have any and they promised they are above 18 years of age. Dating site girl wanted to take a shower and went to the bathroom. Other girl laid with me on the bed and started kissing me. I started kissing her boobs. Before I removed her pants I asked her again how old she was. She said 17. I immediately yelled at the girl in the bathroom to finish her shower and get dressed. I told her why she would bring in underage girl. After this I make sure girls have official I. D to stay with me. On chatting if they did not have I have sent them 500 pesos to get one before I come. At that time it cost only 200 pesos get official police I. D. It takes about 6 weeks. Nowadays security always checks I. D if you stay in upscale hotels. They can spot fake I. D.

the following sequence tells a story. maybe not for the squeamish. names changed to protect identities.

i won't bore you with all the details of meeting, but an online chatmate some years ago wanted to meet up when i was in manila. gina. while i hadn't told her in advance i was coming, when she found i was in manila, she wanted to leave the province (family labored on a pig farm) to come see me in manila. while very small-appearing on cam, she is very cute.

i had been chatting her from a caf, and she was full of repeated requests to meet, but i was a bit uneasy about it, because she appeared physically small / young on cam, and seemed immature. the next day, thru txt, i agreed. i reminded her that antipolo was a long way out, and that she would have to pay her own way. she asked if i would re-imburse her the bus fare. i said yes. she said that if i didn't like her after meeting, she would not ask me for the bus fare. seemed fair enough to me, although i would still give her the round trip bus fare. she said she would be in the hotel lobby at 3pm. at 3pm as i'm heading downstairs to the lobby, she txts: "can i bring my auntie?" since you are already 2 hours on the bus, and already have auntie with you, there is no stopping that.

Some bars had happy hour prices, afternoon and early evening, half-price on the barfine for ST. LT tip prices were p4-6 k for hotties, half that for lesser girls. Even for a hottie, p3900 BF + p6,000 tip + p600 drinks was about 11 k, $220 USD, so not far off from the $240 mentioned (adding in dinner and / or breakfast and / or bar-hopping with your honey). For lesser girls you could get them to agree to 2000-3500-ish for tip (and, for those interested, I had little trouble convincing them to afternoon ST with me prior to their shift for 2 k). There was, for almost a year prior to Covid, a serious decline in the number of gents seen in the bars. That p3900 barfine was set in stone for at least 5 years. Given that you get a hottie all night and get a pop in the evening and morning, and can take her out on a date, for $250 USD, try *that* in your country. Hotties in my country are college-age girls and want up to twice that amount per hour, and come with a list of "No!" conditions that pinay won't utter.

Pre COVID vs now I realize are probably going to be two different environments. Girls and bars need to make up for lost revenue.
