Can't help with the apartment other than Ermita is cheap, since Mayor Lim cleaned house, and it's close enough to the action.

It will probably be much easier to set up an account with an internet cafe than trying to set one up at your abode. The problem is the phone line. You could wait months to get a line installed.

L.A Cafe is in Ermita. Used to be Rosies Diner. Mostly foreigners but a few local guys.
