Officitel or OPs in Korea due require the client to speak some Korean so as to book a reservation. The system these days are as follows:

1. You book an appointment with the manager via phone.

2. Arrive at the location, call the manager again to get the floor and room number. Some places now have locked door right outside the elevator that requires a key code.

3. Discreetly knock on the door and get in.

4. Shower, do the deed, pay and leave.

As you can imagine you need to speak Korean to book the girl, receive directions and get the key code, but beyond that you really don't have to speak unless you want to..

I am Korean by birth, but raised outside of Korea so my Korean is not perfect and I've been told by 1 establishment that they would charge extra. Granted, it was just 1 place, but it can happen.

Race is an issue, especially if you are non-Asian. I've talked to plenty of bookers and girls and a lot of them straight up tell me they will refuse black or Caucasians. Russian OPs tend to be a bit more liberal about race, however some are still hard to get into without a referral or being established.

Booking has gotten harder, and yes, there are places in Gangnam that will accept anyone, but I know of a few OPs that will not take on new customers. I've got the contact info for a few girls.

That I've seen at other places that moved to a new OP to which I could not get in. In the end, the girl had to tell their booker so I could make an appointment.

If you go back, there's a site mentioned in this thread about where to find Officetels, and they aren't new. They've been around for a while now. However, if you don't speak Korean, it will be hard, if not impossible to book. Even if you speak Korean, but not fluently, they may ask if you are Korean and deny you, or charge extra. Finally, semi recently (last 2 years or so) some bookers have gotten selective about taking calls / appointments from people they don't know. I know some bookers won't even answer the phone or reply to messages from numbers they don't recognize.

Also keep in mind that some places use fake pictures so the girl you get might not exactly match up to the girl in the profile.

I do agree that booking a new place is a little more difficult since most places will ask if you visited other establishment and run your number by the other establishments to check that your not a cop but Seoul and Gangnam in particular is much more relaxed than other parts of Korea. Another way to get your foot into the door is if someone vouches for you and if you have a presence on the Korean op forms.

I can't imagine the establishment overcharging because you don't speak Korean and I hope race wouldn't be an issue but I can't say for certain.

OPs are definitely more complex to get into but definitely not as difficult as the establishments in Japan.

My advice to Korean or Asian non native speakers is to find a native speaker who can make the reservation for you or text through google translate.

On a side note Anmas are more might be better for someone like you as they are more accepting of walkins and they provide a more hardcore style of service. OPs on the other hand have younger girls and you can pick your victims.
