Yes that is the place! It's the only barber pole that you can see from the City Air Terminal. If you cross the street from the City Air Terminal and walk down a few of the side streets there's at least 5 or so other places, all within a 5 minute walk of the place in the pic.

Previous reports have stated Hooker Hill is in decline. I can attest to that.
