It does depend on what type of foreigner you are also. If you're of East Asian descent, it's usually easier to get in.

Create a telegram account and pay to use a forigen number.

Having said that, Gangnam district would be your best bet. It's the hottest area in Seoul. Weekends can be crowded and weekdays during working hours should be best.

Texted more than twenty Hyugetel in Gyeonggi-do one afternoon a few weeks ago. Two in Bundang responded that I could make a reservation, one said no, and the rest did not respond at all.

You also have glass houses in Dongducheon and Pyeongtaek. I think the one in Cheonho is almost gone by now.

Really looking forward to the GTX lines to be finished, will shorten the travel time considerably and make a trip up Paju glass houses possible.
