Hunt, never mind what happened "12 years ago." It's happening today, in a fairly open manner, so I'd suggest just checking it out. It's directly behind the Sheraton (exit 2 of Shandao Temple MRT station, IIRC) and impossible to miss. I think you are missing something. They are everywhere, literally. Outside of the star places, every hotel in Taipei offers an hourly rate.

Specifically, if you want Zhongxiao Fuxing, there is one on the 4th or 5th store of the building across from SOGO and the MRT station. Your back to the MRT station. Walk across the street. Something like $390 for 3 hours. Rates on sign outside.

Keep your eyes open when you walk around. You will eventually see them.

Well, Google translate should get you started and you should scroll down to read some of the reviews. Anything that looks too good to be true probably isn't. Base rate is listed and you should clarify if that includes manual release. According to the forums the menu should be HJ. 3 CBJ. 5 FS 1 k.
