In Wanhua, Longshan Temple area, there are obvious legit massage parlors that are low-priced, along with the many "anything-goes spas" that appear to be what they are.

You can tell the legit places because there is usually a glass front with many couches and men and women are getting foot massages and attendants are not young and spicy and if they are, they hide it with baggy unattractive uniforms. These places never look covert or seedy. I ask for 40 minutes for 500 NT. Gets all the kinks out. Tip is optional and usually not unless they were amazing. I just moved to Taipei and I'm looking to see what my options are as a foreigner that doesn't know Chinese. As a guide for navigating Taipei massage parlors, you can browse around JK Forum or google around and find that there are probably a few dozen agent who represent overlapping parts of the same couple dozen locations. These locations post their working schedules weekly, but it is unclear how accurate any other part of it is. After contacting an agent, they can point you to one of the locations and let you know how to enter. There is a house fee that covers basic service. YMMV beyond that point and the fees required.
