The term "safe sex" is used in reference to STIs but also pregnancy:

When it comes to avoiding pregnancy or birth control, men have fewer options than women.
Popular methods for male contraception are condoms, withdrawal or pulling out (coitus interruptus) and vasectomy.

In the event of a pregnancy occuring, its termination is possible for a TG to obtain for only around 2000 baht.
As working ladies generally have many partners, it is likely she has no idea or certainly no proof of whom the father is, even if she is telling the truth about her condition. Over 95 percent of them also have Thai BFs, many of whom they are doing BB with, who is also likely shooting inside her, regardless of what she may tell you.
To prove who the father is would require waiting till after birth and doing tests on both the child & the alleged father.

Even if your figure for them is accurate, what does it have to do with non pro Thai women? It would show that HSV-2 rates can vary widely by specific groups of the adult population, just like as in my original example of hookers vs non P4P.
Obviously an older 50 year old USA female is more likely to have had more sex sessions & more sex partners than an 18 year old. Consequently she is also much more likely to have contracted STIs like genital herpes.
If you want to greatly reduce the risk of having horrible ugly painful sores on your dick regularly for the rest of your life, you might want to avoid hookers or take other precautions vs genital herpes. Up to you.

If you are interested in not passing genital herpes & or HIV onto others, then you might want to get yourself tested for these STI. If you are found positive, there are preventative measures you can take so that your sex partners are significantly less likely to get your disease.

HSV-2 is higher among women and in underdeveloped countries than the world average. Unless you have some proof that the prevalence among non-pro Thai women (since, again, we're talking about Thai women) is "20%" as you said, I'll continue to doubt it. Especially since, as I've now quoted here twice, the prevalence rate of HSV-2 even among middle aged non-pro American women is between 50 and 70 percent.
Your "general population" comment don't mean much. It's like when they divvy up the GDP of the US and say the average income in the States is $50, 000 a year. Of course more than a hundred million people there make much less than that.

HSV-1 and HSV-2 can both show up in either place, both can be spread by contact (of skin, genitals, mouth).
The WORLDWIDE prevalence rate of herpes is around 80, with higher numbers among women and people in the underdeveloped countries. We are talking about Thai women.
If you look at HSV-2 exclusively it's a bit lower in some parts of the population (western people, especially older. The population in most of the west is very aged, complete opposite of the underdeveloped countries). But even then not necessarily, as I quoted the esteemed doctor before:

So we’re looking at close to the majority or the majority of folks in that age group who are single having genital herpes."
Luckily herpes is pretty much meaningless, like getting pimples. Most people have one form or another (even though up to 80% of infected people will never show symptoms) and it causes no serious damage. It's common, it's been with human beings for centuries, and it's impossible to avoid without forgoing sexual contact all together (condoms don't protect the skin around the base of your penis from skin contact and fluids).
I've never had as much as a coldsore, but odds are I have it along with everyone else who punts in Thailand or has sex with more than a few women.

Thailand is a playground for men. It can be heaven. But there is a thin line between heaven and hell. Thailand can turn into hell very fast. Most girls in Thailand will do bareback. If they don't the first time. If you do long time they all do. This is a bad thing. Thai guys over there don't wear condoms.
I am going do just some bullet points and advice.
In Thailand bareback BJ is standard. That is the problem. If you look at the working girls lips over there cold sores are extremely common. Which is herpes. I saw some of the girls that stand in front of Nana plaza and some had cold sores on top of cold sores because of doing this for years and being with to many men. They cover it with lip stick and lip gloss. A friend of mine that is a 20 year veteran of Thailand never noticed it until I pointed it out. I would say 90% of the girls there have herpes both mouth and vaginally. If you do not wear a condom for BJ and sex you can only gamble so long before you get it. Now I know some of you are super human and resistant to all diseases and nothing can hurt you even bullets. This is for the rest of us. So you go to Bangkok day one of your 10 day vacation. You first day you are with 3 girls all had herpes that you could not see. Did you forget to look at their tongue for you guys that examine them before service. Ok so you get herpes. Lets say you have an outbreak the next day or the 3rd day of your trip. Now your trip is ruined because no more fun. Besides you dick is ruined. Did I mention if you have a herpes out break it is super easy to catch aids through the sores. You google it for that explanation.
Even with a condom if the girl has herpes the parts of skin that do touch her vagina can still be infected. Those areas need to be covered so use your imagination.
Even if the girl is not doing bb sex. Condoms break. Girls get drunk and guys sneak off the condom. Many guys have no control.
Going to Thailand, Philippines you have to assume all of them have a std. Be super careful. That way you can have along line with many trips back to Asia. But, from my experience guys that tell guys not to bb these girls will refuse to listen. They will usually verbally attack anyone that says this. Saying you can't catch std's. The girls are tested ext. Aids does not exist. LOL.
Some massage parlors test the girls and they say girl is guaranteed clean. You know what they means? Guaranteed cleaned means they come showered. Even if they are blood tested for aids. What about other things? Even if they were and they are not. If the girl is tested yesterday. After her test she is with 10-20 more guys. 6 of those guys have stds Is she now clean when she goes with you?
