You can buy them from most kiosks around the city or any e-commercial platform. $2-3 is for the SIM only, you still have to top up it. The advantage is you don't have to use your real name to use it. After a few months of use, the network will eventually send messages asking you to confirm your identity, you can verify your identity or throw them away and buy another one.

Viettel is the best network operator in Vietnam. But the data plan they provide is very small. Vietnammobile has the best data plan but the signal is not good. You only get the full signal in big cities.

You should buy a Viettel SIM with your real ID for voice and a pre-registered Vietnammobile SIM for data.

That information is for when you go from Vietnam to China, I'm not sure about the other way around. Maybe you can fly from Shenzhen to Wenshan then from there to Hekou to avoid having to take a long bus ride.
