Went to the Japanese massage place in the Paramount Centre, out of curiosity.
I was hoping there'd be something more on offer, but it's totally legit.
There's a sign as you enter saying it's non sexual, and another sign to the same effect in the room. Also, the girl tells you to leave your underwear on.
A shame as the girls there are very attractive.
If you're after a legit massage it wasn't bad. I went for the Japanese relaxation massage, which was different, and is $45 for 30 mins.

Went to 76 madden Grove today for a massage. A relatively new place according to the massuse. THey provide a very good relaxation massage for between $60-$70. The lady who massaged me was mature (late 40s -early 50s), She said she only worked 1 day a week. There are 2 ladys on the premises at any given time and she mentioned that there were ladies of all ages available. Advertised in the Leader. Wasnt my ideal experience given the ladys age but the massage certainly was good. Will go back and explore

I went and had a look. I was quoted $90 (or $95) for 50 mins massage. I didn't ask for 30min price. I think it would be worth a visit. It's very hard to see. It has a back entrance with a couple of parking spots in a lane way which runs parallel to Punt. Enter the lane way via Victoria Street or Elizabeth Street.
It was a little too expensive so I went elsewhere.
Another place has opened on Victoria Street Richmond - 'Pings', the opening special is $50 for 1 hour. Not sure what is available.

I went there Saturday arvo and tapped on the locked door. No response so I rang the number and it was answered by a mature male chinese voice. I asked if they offered massage and he mentioned remedial and that was all. He made it sound legitimately boring and so I backed off.
Maybe one of you guys has made a genuine breakthrough on a weekday with a female staffer OR he thought I was an investigator and answered my questions that way to get me to leave them alone?
Any more details please share.
And to all those who dare to leave info for all, I salute you. I am all for warning punters about what the risks are of attending unlicenses premises but if we all freak out about investigations and stop talking or going then we may as well shut the board down, stay home and tug ourselves.

By your description, you are looking in VICTORIA STREET in Richmond. The place in question is in PUNT ROAD/HODDLE STREET, near the corner of VICTORIA STREET. You are so close, it's not funny. In fact you would be best to park near where you were in Victoria Street to walk there. There is a bus stop very near there on PUNT ROAD if that is any help, also a phone number and the tell tale "Open" sign clearly displayed. It is actually on Punt Road between Victoria and Elizabeth Streets in Richmond.
I am not in Melbourne at the moment, but when I get back I will try and help with a number. Not sure when that will be. But you should be able to find it from the extra info above.
