Portugal and Spain meet your requirements, but Barcelona is the only place in those two countries I have found that makes its cannabis "stores" easily accessible to foreigners. I don't believe that selling marijuana is fully legal in Portugal (at least with respect to having a retail store), but possession is.

There is always some confusion when you say "fully legal". Hell, nothing is fully legal.

Prostitution is legal for the seller and purchaser in Spain and Portugal as long as all parties are adults. It is illegal to operate a brothel in Portugal, and Spain only allows brothels to operate if they are "licensed" as such (with licenses being expensive and relatively difficult to obtain). So escorting is fully legal. There are a hell of a lot of places in Spain and Portugal that, to the customer, look a lot like a brothel.
