To the best of your knowledge, has anyone ever been fined in Barvaria or Saarland under the current regulation?

It's not the "same" regulation as this federal new law. The law in Bavaria is a State Law and it doesn't set such a high ceiling on the fine nor (and this is the main point) does it provide for the man to be the sole guilty party.
