This appears to be not true. Covid mutates exceeding slowly, and the mutations seem to be non-impactful. It behaves more like Mumps, Rubella, Measles, which also mutate slowly (compared to a fast mover like the flu). We've had vaccinations for these for 40+ years and only need them infrequently.
