Shuttle takes longer time because it make multiple stops along the way to final drop off point. The shuttle driver operates on a schedule so he will waits for 15 min. At each stop even there is no one to drop off or pick up. The cool thing about shuttle is that it has a awesome sounds system and cool light inside. So looks like you just get off from a party bus.

This is against the principal of the new law, the management has theoretically no power on the girls.
