According to their website, Victoria has recently changed it's MO to Outcall-Only.

Is there really no way to get a line-up to choose a lady?

They must have a place, where they sit around, waiting for calls. With BKK traffic, it would otherwise take ages for a lady to arrive at the customer's place (even assuming it is in the Suk area).
