I think that the bars are immune from hiring minors. The reason is that there isn't enough resources (cops and district attorneys) to convict more than 5% of murderers in Tijuana, let a lone a vice that in the grey. Therefore, it is really an issue of violating US statutes and dealing with US authorities when having sex with a minor in a foreign country. BTW, when you cross international borders and break a law, the feds get involve. Guys, you should do your due diligence to weed out minors.
