Take USA, mentioned as 16: the federals will catch a guy of, let's say. 25 or above if he is having sex with a 16yo girl. Not if the guy is 18 or less.

Same story for Germany, mentioned as 14. Be 22 and have sex with a 15yo and you will face your share of troubles.

Please also be aware that if a country allows sex between, for sake of argument, sex between a 16 yo person and a 30 yo one, the 30 yo, if a stranger, will have to obey to the laws of his home country, so maybe still prosecuted.
