    Verdict comes in sixth day of trial over abusive sexual contact charge.

    A military judge found Air Force Maj. Gen. William Cooley guilty of one charge of abusive sexual contact on the sixth day of an historic court-martial at Wright-Patterson Air Force Base.

    Air Force Judge Col. Christina Jimenez deliberated for some five hours Friday before recessing for the day. The verdict was pronounced as soon as court opened Saturday morning.

    The charge had three specifications involving how the two-star general was reported to have touched the complainant in the case — forcing his tongue in her mouth, forcing her hand to his genitals and pushing his hand between her legs and cupping her breast, according to an Air Force charge sheet.

    The judge found Cooley guilty of the first specification and not guilty of the latter two.

    A former commander of the Air Force Research Laboratory (AFRL), Cooley was charged with abusive sexual contact in an encounter with his sister-in-law inside a Jeep when she gave him a ride after a family backyard barbecue in a New Mexico off-duty incident nearly four years ago.

    The victim in the case, the wife of Cooley's brother, is a civilian woman who is not a Department of Defense employee. Cooley's brother works for the Air Force in New Mexico as a civilian employee.

    Cooley had faced loss of rank, pay and benefits and up to 21 months of confinement. And he may have to register as a sexual offender.

    Now after Saturday's verdict, in terms of confinement, the maximum possible sentence is seven years per charge. An Air Force spokeswoman said Saturday that Cooley does not face loss of rank. It was not immediately clear Saturday what impact the conviction will have on Cooley's career.

    This is the first time a court-martial of an Air Force general reached trial.

    "Today marks the first time an Air Force general officer has been held responsible for his heinous actions," the victim in the case said in a statement from her personal attorney, Ryan Guilds.

    "Sometimes family members are the abusers, abusers who count on silence in order to wield their extensive power."

    Sunday Bust Day again yesterday. Just set foot in Tijuana when I saw Army and NG squads actually busting dealers without cops. I guess they can do that independently down in Tijuana. I walk up to the alley and three cop cars were pinning three dealers around Bar Valentina. One of the dealers was faster than shit and ran right into Cascadas who every one knows is a labyrinth. I'm guessing he was a former employee. I saw the same exact dude out ran two cops about 4 weeks ago and disappeared up Cascadas. The Rams should sign the dude.     The Tijuana police can probably give the Thai boys in brown lessons. There is too much to tell in a single post, so spend some time RTFF-ing to find out more.

    The cops don't need probably cause, at least as how it's defined in the States, to stop you. There are myriad reports of being stopped when DWG or WWG (driving while gringo or walking while gringo). They will do their very best to intimidate you. They will make up shit that you did, and try to intimidate you into caving and paying. They will search your person. They may demand you take off your shoes and pat down your socks. Yes, I have personal experience. They will tell you that you blew a stop sign, or that they think you have drugs on you, or that you have Viagra, or that you have porn on your phone.

    When stopped it is imperative that you keep your cool. Also, take your money and hold it in your hand. That indicates somebody who has been around this Bush a few times. They have no right to handle your money. If you are not fluent in Spanish, act like you don't understand and only speak English. That sometimes puts them a bit on the defensive.

    My philosophy is that I only carry pesos, and a few USD. If you must give a mordida, usually 200 pesos will suffice, especially if you've done nothing wrong. If you stand your ground and refuse to cooperate they will often leave you alone. But you have to decide whether or not your time is worth $10 dollars, or not. Cops would much rather shake down a gringo who has a pocketful of Benjamins than one with a pocketful of 100 and 200 peso notes. So, pretend like your dollars are worthless and uses pesos. It's hard for a noob, but it usually is beneficial. You don't use dollars in Thailand or Cambodia, you shouldn't use them in Mexico. I'll probably get flamed for that.

    I was shaken down, years ago, when I didn't fully understand the process, for $20. Somewhat more recently I paid 200 p due to a semi-illegal left turn in Mexicali, 200 p to cut short the process and avoid an alcoholmetro on Agua Caliente, 0 p on a late night traffic stop, and 500 p (didn't have anything smaller) when pulling out of a motel one night.
