    This from a recent article:

    So, you can smoke on the street, provided it's not designated a smoke-free area (I've been to such streets in Mexico City but I've not seen one in Tijuana). The calle conglomerada seems to be a fuzzy concept, and I can't find a really good translation, but I think it would be translated to an outdoor shopping mall, or a street with lots of vendors.

    That is exception than the rule in SD. The car thieves have stealing a lot of catalytic converters over the past year or so.
