Many occasions on weekends, I have seen health inspectors walk the alley, check street girls for health cards and keep records. But I have never seen anyone check HK girls ever, even though I am practically in the bar every weekend during the busiest hours when the most chicas show up for work.
I think the bars owners have enough clout with health dept and city hall, that they can keep them from harassing the chicas. Hopefully the bars' management are doing their own policing, checking health cards to make sure they are up to date.
With rigorous enforcement of health cards, looks like the street girls may be the cleanest and safest.
Less safe are bar girls, hopefully they are not skirting the health card checks by fucking their managers or their doctors bareback. Even less safe are the escort girls, nobody knows last time they even wash their rotten pussies.

Employees of prostitution-oriented businesses must have health cards. IIRC, that does not apply to escorts, dollar-a-dance style venues, etc. Which means that prostitution is legal, albeit regulated in one form or another. So, if you have anything besides your opinion to back up your assertion that it's somehow illegal to meet an escort at a motel, then pay her for sex, please post.

The biggest gripe is that guys like you, who should know better, simply help to perpetuate the problem. Mexican police corruption will never go away completely, but gringos just dropping trou, bending over and handing the cops dollars, simply encourage more bad behavior. If more gringos resist and make it more difficult for the ratbags to extort money, they'll move on to easier targets.
Now, as for my experience, I've been visiting since the late '90's. I've been jacked up maybe 6 or 7 times. Due to ignorance and inexperience, one time (2008, I think, on Revu back when it was pitch dark at night, walking to my hotel) they shook me down for, IIRC, $20. Once I made a semi-illegal turn in Mexicali and had to fork over 200 pesos. The only other time (on Agua Caliente near La Cueva) I paid was because I had 2 girls waiting in the car and we were on our way back to the hotel, I got tired of dicking around with the guy, and we settled for 200 pesos. The other times they didn't take anything, or they got tired of dicking with me and moved on to easier targets. So, with experience comes knowledge. I hope some noob is reading this, and develops his own plan on how to deal with cops. If you've done nothing wrong, your default position is you don't pay. You may not have time to go the whole 9 yards with the cop, call his bluff, go to the judge, etc. , so it may be more expedient to give a small mordida. That's a judgment call. But you negotiate that, just as you would anything else in Mexico. Your default position is not OK, I'll pay what they ask.
OK. I showed you mine, let's see yours. What happened and where were you when you had to pay $30 to get them to go away?
