    Looks like a cluster fuck. Tijuana was always ripe for a major blow up with all the money rolling through it, the lawlessness, different levels of police military dressed in body armor with machine guns, and then you have the other groups I won't name fighting to run Tijuana. Its not easy to find a wealthy city of 2 million people available for the taking to anyone ready to die for it. But that's the city of Tijuana right now.
