Yes, Indonesia issues visa on arrival for Indians. Fee: USD 35. Travelers coming from abroad must be vaccinated by at least a booster dose and must show proof. You can visit Bali also during the visit. Only issue with going to Indonesia is that there are no direct flights, you need to go via Singapore or Malaysia.

Unless you have finalized Thailand as destination, you might want to consider Jakarta (Indonesia). Cheaper than Thailand and offers whatever you need.
