Posts: 159Many cheap apts. In Rosarito
Just rented one, furnished, not bad 4 blocks beach. 3 blocks to collectivo 16pesos to Tijuana, not bad $200 total includes utilties, no lease, $50 deposit, many around, near Tijuana, but definitely away from hassle and collectivos every 15 to 25 minutes day or night to and from Tijuana just walk around signs on places, telephone poles, there are many. Dating a regular chica here but can escape to Tijuana sometimes. I recommend over cheap Tijuana apts, looked there also better value and areas in Rosarito for money. Big John

Congress wants delay of passport rule at U.S. border crossings
By Devlin Barrett
ASSOCIATED PRESS
December 18, 2007
WASHINGTON – Congress is seeking to delay a new security rule requiring passports at all U.S. border crossings next year in hopes of avoiding a repeat of last summer's vacation-killing backlog of passport applications.
The Bush administration said yesterday that it opposed the measure and still plans to go forward with implementing the planned passport rule next summer.
Lawmakers said yesterday that under a major end-of-the-year spending bill to be voted on this week, the border passport rule would be moved back even further, to no earlier than June 1, 2009.
The first phase of the Western Hemisphere Travel Initiative went into effect this year, requiring U.S. travelers returning by plane from Mexico, Canada and the Caribbean to carry a passport. As a result of the new requirements, demand for passports soared, and the State Department issued a record 18.4 million passports in fiscal year 2007, compared with 12.1 million in 2006.
Consequently, wait times for passports ballooned from four to six weeks to 12 weeks, but they have since returned to normal.
Sen. Norm Coleman, R-Minn., said the government should have more time to implement the law and “do it in a way that won't cause the same passport headaches we saw with the air travel requirement earlier this year.”
In border states like Coleman's, the new laws also have raised concerns that local trade and tourism will suffer. In response, the State Department plans to create “passcards,” or passport cards, which will cost less than half the nearly $100 charged for a passport.
Department of Homeland Security spokesman Russ Knocke said the agency opposes the measure but doesn't believe it will actually stop their implementation plan for the border passport rule.
“A delay in WHTI implementation would create the very type of chaos at the border that Congress has repeatedly urged our department to avoid,” Knocke said.
The Western Hemisphere Travel Initiative was passed by Congress as part of a 2004 intelligence reform bill.
As part of the initiative, an additional requirement for cross-border travelers will kick in next month.
As of Jan. 31, U.S. citizens age 19 or older who are using land or sea ports of entry will need to present photo identification and proof of citizenship. Children ages 18 and younger will be required to show only proof of citizenship.
Oral declarations of citizenship, currently accepted for U.S. citizens or Canadian travelers, will no longer be accepted. Instead, travelers will need to produce a government-issued photo identification, such as a driver's license, along with proof of citizenship, such as a birth or naturalization certificate (or, if one chooses, a passport).

If you are as described, then you will have no trouble getting the girls. As far as civilians are concered, it's a time consuming venture however. Some will fly on the first date but don't be surprised if yo end up with a peck on the cheek instead of your pecker in some cheeks first time out.
Too much respect shown to the girls reveals a vulnerability unless you can turn it off as fast as you turn it on. Remember that.

Section 51.70 (a) (8) of Title 22 of the Code of Federal Regulations states, in part, that if you are certified to Passport Services by the U.S. Department of Health and Human Services (HHS) to be in arrears of child support payments in excess of $2,500, you are ineligible to receive a U.S. passport . If this applies to you, Passport Services strongly recommends that you contact the appropriate State child support enforcement agency to make payment arrangements before applying for a passport. This is because:
* The State agency must certify to the U.S. Department of Health and Human Services (HHS) that acceptable payment arrangements have been made.
* Then, HHS must notify Passport Services by the removal of your name from the electronic list HHS gives to Passport Services. (Passport Services cannot issue a passport until your name has been deleted by HHS.)
Please note that it can take 2-3 weeks from the time you make payment arrangements with the State agency until your name is removed from HHS' electronic list. Passport Services has no information concerning individuals' child support obligations and has no authority to take action until HHS removes your name from its list.

Posts: 812Blanche- I think the tourists cards allow you 180 days. I have an FM3 so haven't used a tourist card before but I am sure you can find the procedure online. Usually about 20 or 30 miles from the border there will be a checkpoint where documentation will need to be shown to enter the interior of the country. Every border crossing has an immigration office where you can get a tourist card. As for ATM's there are plenty of them. Bancomer is my preferred ATM. The Banamex ATM's often give only 500 peso notes which are a pain in the ass to break.

Hi CJ,
Can you give an update on Las Pulgas? I would be travelling solo, is it still safe for a gringo there ?. I speak Spanish well with a good accent, but look like a gringo. I behave, am generous with the ladies, don't challenge the local males, and am not obnoxious. I also have an awareness of Mexican politeness (that generally Norteamericanos have not mastered). Hope you and your lady can join me for beers-
I buy the first two rounds. I enjoy your posts.
