The Whitehouse Condotel would have been my overall favorite hotel in Pattaya except it doesn't meet 1 of my 2 important criteria. It's quiet, but the bed isn't that good. I can feel the springs.
There's different condos units there, but the rooms I got (the rooms constantly rented out) had the lousy beds.

Stayed there October 2017. Paid under 100 euro. Good hotel, ideal location but don't count on the swimming pool to do fitness swimming. Girlfriendly one girl at a time.
Contrary to the poster below I think Bangkok hotels are (now at least) much worse value for money than Pattaya's. I aim for thr 50-100 euro range though, not the 100-150 range.

In my previous visits to Pattaya, I had stayed at the Penthouse Hotel, Sabai wing, Hard Rock, and various other cheaper hotels and I thought they were all better value for money than that LK Empress. I will say though that it gets great reviews on agoda, so someone likes it.

Many people recommend the LK Empress here, however, it has some crazy variety of different room types. Anyone would recommend a specific room type? Premier Sea View looks sort of nice, but I'm wondering if at 3900 thb / night its overpriced or is that within hotel's price range?
