The LK Empress is your best choice. Location is great too. I think as long as you book double occupancy there shouldn't be any issue in Pattaya. Why else open a hotel Pattaya, if there is no guest allowed. Getting around places is very cheap by Baht Buses. Good luck.

This sub-forum has literally dozens of reviews of hotels that are located in central Pattaya. Go back 50 pages and read forward. You'll see five or six hotels with multiple reviews. Those hotels are popular for a reason. But you've got to do the work and read the reviews. Finally, your inquiry suggests you are a trifle hazy on Pattaya's geography. Google "Groovy Map Pattaya" and buy an old-fashioned map. Spend some time studying it to get the lay of the land while you are planning your trip.
