In my opinion cebu is not good for freelancers. Mango has more ladyboys than girls, Ayala you hear mentioned a lot has no girls at all, nightclubs are either 90% local guys or korean guys and the other 10% are taken girls in mixed groups they are basically a sausage fest, lapu-lapu is mostly a shanty town and I doubt you will find many freelancers it's too far from Cebu so when you go there you completely eliminate the city girls.
