Philippine Identification System Act.
A national identification system for the Philippines was proposed as early as the 1990's. However previous efforts to legislate the system has failed due to concerns in privacy and lack of support from the Congress.
In mid-2016, Quezon City Representative Feliciano Belmonte Jr. And Senator Antonio Trillanes filed House of Representative Bill No. 12 and Senate Bill No. 95 for an identification system for Filipino citizens residing in the Philippines and abroad. Belmonte claims at the time of filing that the Philippines is one of only nine countries in the world without a national id system.
The framework for a Philippine national identity card system was established on August 6, 2018, when President Rodrigo Duterte signed into law the Philippine Identification System Act (R. A. 11055). Section 9 of the Act requires every Philippine citizen and resident alien to personally register with the Philippine ID system.
This is an example of how far behind they are in knowing their own people. Tens of thousands of babies each year are born at home and not in hospitals. Until the parents go to a government agency to get an ID for their kid or enroll the kid in school they cease to exist in many instances and will not show up at your Philippine Statistical Authority. Phil citizens by law do not even have to register for Philsys (though makes life very difficult). As of Sept 22,2022 15 million IDs have been issued. So only 90 million left to go. But the Philippine Statistical Authority's marriage database is 100% up to date. Sorry but many barangay level governments are not very efficient or trustworthy to actually do their job. Girls can get legally married but do not get the marriage filed and documented and just burn up the paperwork, or get married by a non-priest friend and sign fake marriage paperwork. So many ways to make this happen.
There is a guy here in USA who married a Filipina, brought her here, and had kids with her. He bought land in the Philippines to farm and planning his retirement. She left him for another Filipino here in the USA and took the kids. But he is wise enough to know that that land is now hers. Why? Simply because she has an uncle who is a judge in that province who knows other judges who know police officers who know bad people who do bad stuff.

Know of multiple foreigners that were married to the my one is different wife only to have to return to their home countries with their tail between their legs and broke.
Personal friend has just been told by his wife that she wants him out of her house and to not return, my friend told the wife that he would go to the police or courts for help, her answer go right ahead, ill tell the police and courts you sexualy abused my young daughters, guess what, he left with nothing.
Not saying all pinays are bad, but its fair to say that foreigners have very little rights should the shit hit the fan.

As for BBFS, yes an occasional girl or two may bring up the see word but none have ever insisted. Gentlemen,
Below are a few thoughts on my recent visit to Angeles City. I only had two nights there and it was my first visit in about ten years so it was basically all new again. These are my thoughts.
The City - Angeles itself is still as grungy as I remember, with incessant trike noise, horns and fumes permeating the senses. It's tolerable for a couple of days but after that I think most people would need a break.
There seems to have been very little economic development over past 10 years. In fact, the city almost seems to have regressed. I'm sure much of this is due to COVID, but there's no escaping the fact that the town is still the pits. Sorry to sound harsh, but it's true.
The Girls - However, it's against this ragged backdrop that the girls really shine. I saw some real hotties walking around. If you saw these girls in New York or Tokyo they'd still turn heads, but somehow seeing them in the midst of the Angeles City grunge amplifies their sexiness. They're not everywhere, but there's enough to make you remember why you came. Mysteriously, these girls seem to disappear before making it into the walking street bars, as the quality of the girls in the bars themselves was disappointing.
After interacting with a few of the bar girls I was also reminded of a certain conservatism that the Filipinas have. While I did experience some high mileage interactions from a few of the older bar girls (see details below), the younger ones always seemed very reserved, less fun, and somewhat disconnected. It's hard to fully describe, but even in the bedroom these girls have a certain sexual conservatism that I haven't experienced in other parts of Asia. I'm curious if others have found this as well.
On a related note, a narrative I've often heard is that the girls in Angeles, and the Philippines in general, readily offer BBFS and may even actively avoid using condoms. However, I haven't found this to be true. Don't get me wrong, I've secured BBFS many times in the Philippines and did so again this trip (only my girl in Manila ultimately insisted on a condom), but all of the girls in Angeles asked for one initially. In other locations like Thailand for instance, I've found girls barely even mention condoms these days. Therefore, the earlier narrative that Angeles is the best destination for BBFS no longer seems true to me. Let me know what you all think.
Walking Street - I was there on a Thursday and Friday night and it was reasonably active both nights. Most of the bars were open but I saw a lot of "help wanted" signs and many of the bars were pretty empty. Some didn't have any customers at all. Overall, it doesn't seem there are enough customers to fully support the number of bars currently open. I only spent time in 123 Club, Shooters, Monsoon, and Geckos. Barfines were around 4 K and girls were asking 3 K outside of the bar.
Geckos - When I arrived, there weren't any seats available (the bar is pretty small), but there was a group of waitresses sitting at a high-top table and they offered me one of their seats. I ended up chatting with them and inevitably buying one of them drink, then a second one, and finally a third. It was against my better judgment but it turned out to be well worth it. At one point I think I was getting a handjob by all three of these girls at the same time. This of course drew the attention of other girls who wanted in on the action (read drinks), and while passing by they would reach a hand in to give me a little jerk as well. It was good fun. I'm sure the other guys in the bar thought I was some sort of weekend millionaire. Perhaps I was. But for 30 minutes of handjobs, shoulder massages, and feeling-up tits and ass, it was money well spent (I think lady drinks were 300 PHP each). This bar was the most fun of those I visited on walking street.
Monsoon Bar - This bar has a standard setup with a center stage and seating on the perimeter. There weren't any girls on stage but many were sitting around the bar and also standing outside. I received some nice dances from a cute older bar girl who didn't waste any time getting her hands down my pants which is always appreciated. I didn't spend much time there as it was my first night and I wanted to explore other bars, but it was a good spot. I intended to return but never made it back. I'd put this one on your list to visit.
123 Club - This bar has a unique setup that I haven't seen before. The girls don't dance; they just stand on a long catwalk and wait for customers to invite them to sit down for a drink. All of the girls wear street clothes so you can't really see their bodies but this was also sort of hot. It's a Korean bar so this may be a standard approach, I'm not sure. They had a good selection of girls and they were all reasonably cute. It was probably one of the better bars in term of quality of girls. I barfined one girl here my first night and she was very nice (barring ID issue below).
Hotel - I stayed at the Prime Asia hotel. The location and quality were okay, but they required both an ID and vaccination card for girls to join in the room. After I barfined my first girl from 123 Club we went back to the hotel and I learned that she didn't have her ID or vaccination card! I'm not sure how many hotels are requiring vaccination cards these days but I would consider another place as Prime Asia was very strict about this. On the other hand, how can a bargirl not carry her ID, especially knowing she'll likey be going back to a hotel with her customer? Maybe most Angeles hotels don't ask for ID, I don't know, but to me this is common sense and speaks to what I mentioned above about the girls in Angeles. Somehow they're on a different wavelength. As a comparison, I can't imagine a bar girl in Thailand coming back to the hotel without her ID. When it's time to work, they know what's up. Anyway, as a word to the wise, I would recommend confirming the ID requirements with your hotel and be sure your girl has the right docs before barfining her.
Summary - The Angeles bar scene feels like it's at an inflection point. The bars are open but the customers and quality of girls hasn't fully returned yet. If they don't, it seems the number of bars will have to contract to match demand. On the other hand, if the bars are only operating for money laundering purposes as some have alluded to, then I suspect things will stay the same for a while. There will be an excess of sparsely populated bars without much growth in complementary businesses like hotels, restaurants, and stores that contribute to the type of fun, energetic environment that will draw-in visitors.
Overall, I was happy to visit Angeles and am sure I'll return again at some point, but for now I'm going to hold off to see how the situation evolves. I look forward to reading other reviews and monitoring things going forward. In the meantime, enjoy those Filipinas. There are some hotties out there to be found!

On another, more serious note, foreign spouses of Filipinas do have property rights not afforded to other foreigners. True, they can not own land, but their names can appear on deeds, and they do have the right, in the even of the death of a spouse, to sell jointly-held property and retain the proceeds. This is a fact that is carefully explained by Department of Immigration attorneys to the foreigner as part of the 13 A acquisition process. Again, there are horror stories of (largely ignorant) foreign men buying property in the names of girlfriends and then being thrown off of the property. There's a huge difference however, between those guys and those who are married to Filipinas.

Arrived here on Monday, for the first time in nearly 3 years. For information, you need to have vaccination proof and One Health Pass. This is easy to do online and costs $75. Without this you will not be allowed on your flight.
Monday night I found a nice FL along Felds near 711 store, good girl and good service too, everything I wanted. FL prices seem to range from 1500 to 2500ST up to 4 - 5 k LT. Went out again later, there are many girls hustling, and quite a few who aren't girls, some of these are quite young and attractive. Or maybe I'm just getting old. Not so many mongers, which means more intense hustling from the girls and ungirls. Tuesday I went to Kokomos for lunch and as I got close spotted a little cutie I quite liked but she was ignoring me. There was a guy trying to sell me Ciallis, and I got him to fix me up with cutie, so after lunch with her, took her back. She didn't have long but did a good job for me, BJ and sex. Turns out she was on her way to work in Shooters bar. Later I decided to try the Jelipsum massage with HJ, mentioned on here. It's really good and recommended. I took a trike to Korea Town Jolibee and kept walking along Don Juico to the yellow building on the left called Kakao, its about 200 metres past the Jolibee. Once you know it, you could take the trike there. In the evening I had a visit from an old flame from previohs visits, who also did a nice number on me, but she couldn't stay over as she had to work early in the morning. I'm staying as usual in Envy Hotel it is great for me, small convenient and very private, bit noisy at night in case you want to sleep before 3 or 4 am though. More later.
