There are not any reliable ID that I know of. Possibly the new passport would be the most reliable but I doubt if anyone has one.

Some girls will use their older sister's or cousin's ID and pass for them.

Most bars as stated now have 20 yo plus. Bars might be more reliable but then again the girl could have used someone else's ID to get a job there.

Most reliable for me has been to long term friend some girls and use their referrals. I have not gone wrong yet. I have had a few referrals right after they turned 18.

A few years ago the hotels started to require ID from everyone. This hasn't change much at all. But I would not rely on the hotel's scrutiny of the ID.

Best to have an idea of the girl you are dealing with, IMO.
