The girls have incredible intuition for guys that can be milked for extras and those that can't. If a guy is seen buying drinks for 3 hours in the hope of taking a girl home, then word will spread quick (definitely within that bar) and he will be doomed for the remainder of his stay. Most bars are primarily stocked with ugly girls. I don't think this has really changed from the past, as the bars are just a cross-section of humanity. It's like going to the post office or DMV; most people are butt-ugly, but then you randomly see a hot young girl. Some bars do a better job of stocking more pretty girls. Skyfall has some lookers, and some were sort of smiling at me. It's a Korean-style place where the girls wear dresses and the barfine is an astronomical 5,000 PHP. Some bars are for fun and partying, but bars like Skyfall, Bunny, Soya, etc are best treated as straight-up brothels. Pick a girl, buy one drink, quickly establish if she will go with you, and take her out.

So far the most I've paid for barfine is 4,500, but all the girls have stayed LT. I actually wish there was a ST option for half the price, because if you take a hot young girl early it's going to be more transactional than GFE, and I find it sort of awkward to be stuck with a girl like that all evening.

Unfortunately, the bars often now (exception below) make a concerted effort to keep you from talking to girls without ordering a LD first. Your method of talk first is / was also my method. However now if you walk into a bar and start chatting anyone, the mama or waitress will beeline to you and ask the girl what drink she is ordering. If you balk, she will be sent elsewhere in the bar (probably to the dance line) to avoid you. Sad face.

Lookers are now using a similar tactic in AC. When you mention a barfine, she will say to you "Oh they don't allow me to barfine until 11:30 (ninety minutes later)". You will need to feed her at least once, in the evening. Again in the morning some breakfast if she's agreed to stay any extended time after sunup. I found most girls didn't want breakfast, just departure after the morning bang / shower. Typically I left the bar with the girl and went immediately to the closer of McDo or Jollie and got a chickenjoy meal for her. If she didn't eat it right away in the room, she ate it later at her whim, so there was no need to worry about anything till morning.

Outside of the bar it's possible but 18/19 is harder for many reasons. But specifically to foreigners who'd usually use apps, many of the girls haven't become curious enough to use them yet. They're also usually too young to have got regular jobs since even basic jobs here usually require some sort of higher education qualification so finding them at work isn't easy either. So it's usually limited to what you can find on apps, bars, streets, clubs. I'm 31 and have found approaching 18 year olds in mall to be mostly a waste of time as they're either with many friends who get jealous and pull them away, too shy or actually they're from middle class families so there's no instant value to them. Parks and random places with a natural encounter a bit better but they're still super shy and conservative. No good for a 2 week tourist.

20-22 have usually become more curious and are out more in public and you'll have a higher chance of finding them.

If you're a long term visitor you can use other avenues such as contacts, using every single app possible, facebook etc to find the younger prettier ones. But also if you're going to do this I'd just suggest a different area as you'll have a better reward for your efforts.

Why are you guys spending money on drinks for a chick you are not sure will leave with you? Then if you already know she will leave with you, there is really no need to spend money on drinks.
