Even with this mindset, Thailand has done 1440 tests per million vs. Japan who has 3x more cases and done less than half the number of tests per million. Indonesia has almost twice as many cases as Thailand and done only 27k tests versus 100,948 tests for Thailand. Brazil has almost 10x more cases and done fewer tests than Thailand. Even a very affluent country like Sweden who has 4x more cases than Thailand has done only about half the tests Thailand has.

Look at some of the European countries like UK, France, Belgium, Netherlands, etc. If you take the total number of tests vs. total number of cases ratio, it's WAY WAY lower than Thailand.
