Quality refer contains more the 2% THC. Therefore I am assuming the new law is being enacted to allow for commercial mass production and utilization not personal consumption. If some Thai farmer wants to grow a few plants on his property for his own recreational purposes nothing will have changed, but if some farang is smoking a joint on Soi 6 the content of his joint can be easily tested and the farang could either be fined or incarcerated under the new proposed legislation. There are already places in Thailand and Cambodia where reefer is smoked publicly and the local police look the other way. I don't see this new law enlarging these grey, semi legal smoking zones. I could be wrong. Thai girls on reefer. What a wonderful idea!
