If you withdraw CASH from an ATM but using VISA CREDIT - then yes you will get hit with new charges and fee's. But this is as always and recently increased. Credit cards used for cash advance is not cheap, never has been and is now more expensive.
If you withdraw CASH from an ATM but using DEBIT (as in taking money from your account, not from your credit line) - then no new massive fee's apply.

Posts: 3116As I reported earlier, Siam Commercial Bank ATM'S is already doing this as far back as Feb.. but the standard charge is 20 baht for any Foreign ATM card now I don't know if that is 7 times the charge but as I noted it is another B.S charge by a bank no matter where they are located. We better prepare ourselves cause I wouldn't be surprise if other if not all the Thai banks be doing this in the future. Another example of Thai bitting the hand that fees them! Stupid or just greed or both?

Title: "Tourism what are they thinking?"
He's talking about the Thai bankers association's decision to levy a $4.50 Fee on to every foreign ATM transaction.
This was enacted the first of april I believe. remember this is ON TOP OF any fee that your bank charges you.
for example: you take out 10,000 baht from you bank account, 10,000 plus 250 baht plus currency fee of 1 percent (100 baht) plus my banking fee of 53 baht.
Thats 403 baht in fee's for a 10,000 baht transaction. pretty insane if you ask me. that's around 12 dollars US for a single transaction/
Pretty strange way to attract guests to Thailand. Maybe the Bankers WANT to tourism sector to fail. hmmm

The first thing I do on arrival in BKK, unfortunately only once a year, is to head for the ATM and then purchase a Thai phone card for 250 THB.
This serves for making local calls at 1-2 THB/min. and sending text messages, both mostly to communicate with GFs, although at 7.50 THB/min the occasional call to Europe/USA won't prevent me from visiting Tulip.
For any serious calling around the world (and keeping my Significant Other happy on a daily basis), I use my laptop with a (Blootooth) headset, a broadband internet connection at the hotel and one or more Betamax accounts (Google!).
For 2.50 EUR/month I can call most landline phones in the world for free (Europe, USA/Canada, Australia, NZ etc.) and mobile phones for less than by any other means.
