I have never seen the People Nearby function despite using it for many years and downloading in multiple countries. The reason is quite likely that I do not share my location with any Apps, and certainly not LINE.

I have an older phone with the near by function, but the function disappeared after an update. The other newer phone I have with the same LINE version downloaded from the same store still has this feature.

I was annoyed that a function to auto delete messages a set time after the receiver reads them was removed. I thought that was useful.

I live in Australia and downloaded LINE while I was in Thailand. The Nearby function now works in both locations.
