That is somewhat correct as far as thais are concerned. When asked what their age is, most thai in my experience will answer with the age they will be on their coming birthday, and probably that was the reason for the confusion. So if a girl answers you she is 18, either you could be in trouble, or she could be aware that westerners expect her to answer the age she celebrated on her last birthday, rather than what she will celebrate on her next.
