Anytime is good Seriously, you will get rain, sometimes a lot of rain as it is right in the height of the monsoon season. That said, there will also be a lot less tourists so the bars and restaurants will not be as crowded as during high season. Also you should be able to bargain some on services as it will be a buyers market. Just buy a cheap umbrella when you get there and leave it when you go home.

I was there last year, mid-October to mid-November and only really had two days of rain. We did get stuck on Soi 6 in a torrential downpour and it was a pain in the ass to get back to the hotel. This was an a bit unusual as October is still usually the tail end of the monsoon season. This year I am coming down for the entire month of October. I expect a bit of rain but maybe I will be pleasantly surprised again.

As far as availability of Russians or other Eastern Europeans, I can't really help as I tend to focus on the petite Thai, Cambodian and Laotian ladies while I am there.
