This is a result of the floodings in Bangkok. A number of more well-healed residents of the capital have fled down the coast. They say Pattaya's hotels are pretty much fully booked for this reason. The taxi driver who took me to the airport from Pattaya a few days back was moaning loudly about "all the bloody bangkokers".

As for the rest of your "reservations" about Pattaya, well, there's a lot of Russian people, but they come mostly with their wives / girlfriends for a few weeks on the beach.
