How do you know he is not Indian? And why would you avoid them because they focus on Indians? My experience is that they focus on whoever walks through the door. I would not say they focus on Indians, more that Indian guys are mostly the ones that go there.

I was in Pattaya in early October and was quoted 1 k by many Soi 6 ladies. Funny enough, I didn't take any, I just like making the walk down the soi.
