I know quite a few guys who do this, they mainly belong so a certain south Asian community, they look and tire kick on soi 6 before going down to beach road where they try to bargain down SW to 500 bht which is their budget.

I assume your definition of Pattaya doesn't go East of Third Road and is mainly restricted to the main baht bus route. Most Thai girls don't live in this area. Try going to the areas where Thai girls hang out when not with a Farang. If you want bar girls, try one of the many many many Thai BBQs where you will find a ton of bar girls after work.

The problem being that bars are closed, many bar girls went home, restaurants are closing early.
