Recently had a couple of Rio visits, and here's what I experienced.

All the ATMs are in the high traffic shopping and departures areas. I don't recall any ATMs the restricted arrivals area. There might be one in the area of Dufry Shopping but that is beyond the area of the Police Federal passport control. If they insist on payment before you enter then they should accept dollars or euros.
