Only in Brazil you first pay taxes (mainly when you shop electronics and cars) and then you pay for private school, private health, private security, private toll roads and darn paid showers on the beach.

The reasonable counter argument is, why should state / city taxpayers foot the entire bill if they don't necessarily use the public service. And also that low user fees appropriately place some amount of the cost on those using the service, and help prevent abuse / freeloading. If you think the goverment should provide all public services for free consider asking the USSR how well that worked out.

I just returned from Brazil and once again I have a broken heart. I love the place. It's expensive but so what. There are so many girls for rent and the prices are all over the map.
