If you don't speak Portuguese, It will be more difficult to deal with freelancers, because the price is not fixed, you can easy get ripped of by them especially if you are a newcomer. My advice is to go to some termas and have some sessions with girls before inviting them in your place. Freelancers are miss or hit. Some people may pay 200 reais all night and some people may pay 400 reais one hour for the same girl. The communication is important.

A) Use Airbnb, there are many apartments that are girl friendly the prices depend on owners, taxes are often added and rate change.

B) I know some owners that rent out apartments, You only pay when you arrive in Brazil, the apartments are girl friendly and next to the actions. One month stay prices vary from 1500 to 6000 reais. It depends if it is one room, two room, three room or 4 room bedroom apartment, opposite or not opposite the beach. Most apartments are in Copacabana next to actions.

C) live in a love motel because it is already girl friendly but it is more costly than Apartments.

Hotels are not girl friendly unless you registered a woman in advance, most hotels don't like hookers especially the ones next to the actions. There are some hotels that accept but you must pay additional price.

After extensive use, I'd say at least 1/3 of the girls (at least the hot ones) in Rio on Tinder are GDPs. If you're looking for GDPs, there are better ways to find them. If you're looking to use Tinder for civilians, it's a bit annoying actually. The hardest part of Tinder is getting girls to plan to meet up. This may be a Rio thing. I know Larry David (I think) told me he was using it in SP and having a lot of success scheduling lunch meet-ups. My experience in Rio is, match with 20 girls, write to 10 who look OK after further review, hear back from 3, ultimately make plans to go out with 1-2 and then they flake / reschedule.

The Cariocas, both women and men, have a reputation for flaking and not following through on engagements. Quite a bit has been written about how visitors will meet the locals, get an invitation and then there's no follow-through. No shows, no return phone calls, etc.

Yeah, I used it last time I was here. It worked for me, but it took some work as it's a dating app and non-pros take some work. Especially on a dating app. Used it when I was on the states and lots of flakes, sugar babies and a few pros. Tons of fake profiles in the states.
