I must admit I was there only once, but I felt the same way. I think you may be incorrect here as to the source of the calls as there is no national quarantine order any such quarantine is handled at the local level. Least that is my read of this information page on the cdc website. If there some type of quarantine for travel after Brazil could you kindly post the source of that? More likely the calls were from some local health official and likely they are being targeted for being "foreign" looking. There are quarantine guidelines for all sorts of states and municipalities but no one is actively enforcing them.
