I don't think you have a handle on the conjugation of the verb ficar. What you are saying would be FICO em (na) casa sir! The infinitive FICAR means to be located or to stay. First person singular would drop the -ar and add an -o. So Fico perto da praia would be I am staying close to the beach.

The tense used in that meme is the imperative form in which the -ar was dropped and -a was added at the end. (It would have also worked if -car was dropped and -que was added to form fique.) So FICA perto da praia would be me telling you to stay close to the beach (or telling you that something is located close to the beach depending on the context).

Saying FICA em casa is a command telling someone "YOU STAY IN THE HOUSE". At this particular covid time it is in reference that you need to keep your ass at home and not go out risking getting sick or getting others sick..
