I am staying near Uruguaiana station and I seen a million clothing and bootleg video stands but didn't notice any phone stalls.

In Mercado Popular there are very few phone stalls (if any at all) but lots of sellers of mobile phones. It's impossible to miss the dozen of guys in front of the mercado screaming about all the phones they are sellings. The reason these sellers don't have stalls is because they are mostly selling stolen phones. Those guys knows fore sure where to unblock phones.

Ive seen so many signs, when walking the streets, telling desbloqueio de celular. Just ask around in Centro and you should find a place in no time.

I think the futebol party wore people out, LOL.
