I am staying near Uruguaiana station and I seen a million clothing and bootleg video stands but didn't notice any phone stalls.

In Mercado Popular there are very few phone stalls (if any at all) but lots of sellers of mobile phones. It's impossible to miss the dozen of guys in front of the mercado screaming about all the phones they are sellings.
