For those who were hoping for the worst phase to pass within June or July, the predictions given in the article provided within the link, doesn't have the peak of the Covid situation reaching / passing until August. So even if you are not fearful of the virus, you may still be limited to the opening of arrivals for foreigners.

My guess would be that by November at best. Hopefully, the article's prediction is wrong, for various reasons, number one being for the sake of losing less lives.
