I am not an expert in Mexican immigration law, but this page at BajaBound insurance company (where I bought my vehicle insurance on my last big trip) says that.

A tourist card (FMM) is required for all tourists who enter Mexico:

Previously it was believed there was a tourist zone/72 hour exemption, but this was never actually part of Mexican immigration law according to federal delegate Rudolfo Figueroa from INM (Mexican Immigration).

It is important to note that in Baja, even though you may take your vehicle to the end of the peninsula without a vehicle permit (see vehicle importation regulations) you are required to have a tourist card (FMM) in order to travel anywhere in the state.

LOL! Scatman cites the law, oblivious to the fact that what he wrote doesn't apply right now. Apparently, he is unaware that there are border travel restrictions in place during the pandemic. Cross border travel is not allowed, unless for essential purposes. At least 95% of mongers that have been crossing since the restrictions were put in place do not have a legitimate purpose. Therefore, paying $30 for the right to cross the border, when essentially you have no right, is a bargain.

Yes, but no one has pulled me into a room yet. It's just more questions than usual for me but I know how to spin a lie. The dental appointment excuse is way overdone and I'm not surprised that your friend got pulled aside like many others using that excuse. I just pretend I'm a technician for a local company or the college labs and I need to head down to my hotel the day before because I have to be at my "location" early. Unique excuse that the border agents have not heard before and Its not a complete lie since I am an engineer so I just have to speak technical and describe in enough detail for them to believe me. Usually, 5 to 10 seconds extra hassle.
