Don't be an ugly American and argue with the chica. Just accept her service and pay her the equivalent of $11 at the end, as you both agreed to before she went upstairs with you. Square away any service disagreement when and if you offer a repeat session.
Generally speaking, chicas expect this type of session to last only 15 to 20 minutes. If she says 'time's up' just offer her "doscientos mas por doooblay" if you liked her BJ techniques and want to double her time. Nearly any chica will accept that "double session" offer when things have been running smoothly.

My experience is quite different. I got off the trolley and actually walked away from the border to cambio when I received text message saying welcome to Mexico. Telcel coverage is really good in Tijuana, full bar in most places.
The advantage of good coverage is that Uber can be called any time and is readily available, even at odd hours or odd places away from populated areas.

Gave this bar a chance over the weekend. Unfortunately upon entry I was greeted by a tough guy waiter that applied his iron grips around my arm and tried to force me into following him. I resisted. He insisted. I thought that it was rude. So I grabbed his wrist and removed it from my arm. WTF is this strong-arm shit?
Avoid this bar people. It is across from Bar Valentina. Bunch of fooking amateurs stuck in the 70's business model of intimidating customers. Don't even look at them yelling at you as you walk through the alley.
