As a gringo I'd say stay away. Do that approach in the states. The situation is bad in mexico, if you piss a dude off that's hitting that girl, there no consequences legally for anything that happens to you. Plus some, won't like foreigners just like in the states some don't. Planning my next trip with friends soon. Actually planning on hitting Rosarito for Spring Break and then last night or two at HK. But am considering coming down a few days early and staying in Tijuana beforehand and had some questions:

Ticuan no problem with a visitor as long as they have an ID. They will want to see and copy a visitors ID. I have heard of people having a problem bringing 2 girls at the same time. But the solution to that is a room with 2 beds. I think its an occupancy issue if you only have a single type room.
